Dr. Armando Manuel Honoured at the 10 Years of Eurobonds Forum

The Chairman of the Board of Directors of the Angola Sovereign Wealth Fund (FSDEA), Dr Armando Manuel, was honoured during the forum '10 Years of Eurobonds & 10 Years of the Angolan Stock Exchange', held on 14 October 2025 at the EPIC SANA Hotel, in Luanda.

The distinction recognises Dr Manuel’s pivotal role in the conception, structuring, and both the technical and political leadership of Angola’s first Eurobond issuance, carried out in 2015 for USD 1.5 billion, with a ten-year maturity and a 9.5% coupon rate. Under his guidance as Minister of Finance, Angola made its debut in the international capital markets through an operation that became a historic milestone of financial credibility and international confidence in the country.

During the ceremony, Dr Manuel’s rigour, strategic vision, and ability to coordinate across multiple institutions were highlighted as defining features of a process regarded as one of the foundational moments of Angola’s financial modernisation and its integration into global investment networks.

On the occasion, Dr Armando Manuel reaffirmed that 'the issuance of Eurobonds was an exercise in institutional maturity and international credibility, the result of competent teams, rigorous engagement with the markets, and an unequivocal commitment to transparency and public accountability.'
